The Director of Accounting and Financial Operations is a senior executive responsible for planning, directing and evaluating the fiscal operations of the Housing Authority. This role ensures financial integrity, regulatory compliance, and accurate reporting across a diversified portfolio that includes HUD-subsidized programs as well as non-subsidized real estate and affiliated entities
GENERAL DESCRIPTION
Financial Reporting & Accounting Day-to-Day Operations
- Lead the agency’s financial planning, budgeting, and forecasting.
- Manage timely financial statements for the Housing Authority and its related entities, including market-rate and mixed-entity portfolios.
- Ensure accurate monthly, quarterly, and annual close processes across all funds and entities.
- Submit required HUD Financial Data Schedule (FDS) reporting for applicable programs.
- Manage drawdowns and financial transaction processing through HUD systems such as LOCCS for applicable programs.
- Oversee accounting for property operations including rent collections, payables, maintenance capitalization, and operating expenses.
Compliance & Regulatory Oversight
- Ensure compliance with U.S. Department of Housing and Urban Development (HUD) financial regulations for Public Housing and Housing Choice Voucher (HCV) programs.
- Maintain compliance with applicable federal, state, and local financial reporting requirements.
- Oversee adherence to external audit requirements and coordinate annual financial statement audits.
- Ensure compliance with loan covenants and reporting requirements for non-HUD financing arrangements.
- Maintain and strengthen internal controls to safeguard agency and affiliate assets.
- Oversee accounting systems, processes, and procedures to ensure accuracy, efficiency, and audit readiness.
Team Leadership
- Supervise, mentor, and evaluate accounting and finance staff.
- Establish clear workflows, performance standards, and accountability structures within the finance team.
- Foster a culture of accuracy, compliance, and continuous improvement within accounting operations.
Requirements
QUALIFICATIONS & REQUIREMENTS
Special Requirements
- Must possess and maintain a valid NC driver’s license.
- Drug testing, criminal background check and DMV check required.
Desirable Education & Training
- Bachelor’s degree in Accounting, Finance, or Public Administration. Master’s degree, CPA, or equivalent certification preferred.
- 5-7 years of progressive accounting or financial management experience, preferably in government, municipal, or non-profit financial management, with a strong background in staff supervision.
- Strong knowledge of fund accounting, financial reporting, and multi-entity consolidation.
- Working knowledge of HUD financial requirements, grant accounting, and public sector compliance standards is preferred.
- Proficiency with real estate or public sector financial systems (preferably Yardi) and MS Office Suite, particularly Excel.
